    This Site Plan Completeness Check Application Web Form allows you to submit the initial application and updates to the existing application. You may also use it to submit revisions and extensions. Before you submit, please view the appropriate checklist on the Forms & Applications webpage to find the requirements for submittal.

    Please note the following:

    • All uploaded forms must be in PDF format (unless otherwise specified) and named for the file contents.
    • Do not include the case number in the file name. 
    • Each file submitted must be less than 150 MB.

If your model is larger than 150mb, tell us in the Additional Case Information field in the next page so we can provide you a separate upload link. You will be sent a link to a secure site and have 2 business days to submit the file.

  • The City of Austin SMART Housing program provides fee waivers for development permits in exchange for onsite income-restricted units. Applicable projects receive a certification letter from Austin Housing before submitting for Site Plan Review.

  • Has this project been identified as Permanent Supportive Housing (PSH)?*
  • The City of Austin’s program definition of Permanent Supportive Housing (PSH): A long-term, affordable (rent should not exceed 30% of their income) rental housing program, combined with case management and voluntary supportive services for persons experiencing chronic homelessness and who have been referred through the Coordinated Entry System.

  • Revisions require submitting approved plans in PDF format, marked up in red to indicate changes, and a separate PDF set of the updated or replacement pages.

  • A fully completed Site Plan Completeness Check Application must be submitted with all projects. The applications are located on the Forms and Applications webpage in the Site Plan section. Signatures from the owner must be provided for the "Owner Information" and "Inspection Authorization" sections unless an owner's authorization letter is provided for the authorized agent.

    If the application contains an Arborist Addendum, it must also be included.

  • Upload the most current official Tax Certificate showing that all taxes for the previous year have been paid in full. You can get a Tax Certificate from the County Tax Collector’s office for a fee. Online printouts or unofficial statements will not be accepted.

    • If the property is tax-exempt, upload an official certificate confirming its exemption status for the previous tax year.

    Applications will not be accepted without an official certificate showing all taxes are paid or confirming exemption.

  • No construction plans will be accepted unless accompanied by an Engineer's Report and summary letter signed and sealed by the same registered Texas Professional Engineer who sealed the construction plans. The drainage information should be provided in the Engineer’s Report. The summary letter must be a separate PDF with a seal and signature. Review the Consolidated Site Plan Instructions (PDF) for more information.

  • The Land Use Intake Team would like a summary of the proposed development. This request should not replace or be a copy of the Engineer’s report. It should be a narrative of the proposed scope of work.

  • Admin note. The following paragraph block only applies to the following flows: 
    Consolidated, Revisions, Land Use. For these flows the upload is required. 
    1. Visit the TPW Portal - TIA Determination and follow the instructions to obtain approval for the TIA Determination Worksheet from Transportation and Public Works (TPW).
    2. Upload the TIA Determination worksheet that has been reviewed and signed by TPW staff. This worksheet will remain valid for six months from the date of approval. After this period, a new TIA Determination Worksheet may be required

    If the worksheet is not signed and approved by TPW staff within the last six months, your Completeness Check Application submittal will not be accepted.

  • Admin note. The following paragraph block only applies to the following flows: 
    Extensions, Small Project, Concept Site Plan. These flows the uploads are optional. 
    1. Visit the TPW Portal - TIA Determination and follow the instructions to obtain approval for the TIA Determination Worksheet from Transportation and Public Works (TPW).
    2. Upload the TIA Determination worksheet that has been reviewed and signed by TPW staff. This worksheet will remain valid for six months from the date of approval. After this period, a new TIA Determination Worksheet may be required

    If the worksheet is required and is not signed and approved by TPW staff within the last six months, your Completeness Check Application submittal will not be accepted.

  • A Project Review Form (PDF) is required for all projects. If “C” is checked, the applicant must submit for a Vested Rights Determination. To apply for a Vested Rights Determination, use the Apply for Vested Rights Web Form on the Vested Rights webpage.

  • A parkland early determination (PED) is a process that allows the Parks and Recreation Department to review a project early to determine parkland requirements. More information can be found in the Parkland Early Determination Letter Request Form.

  • Prior to the release of the Site Plan, a signed lease agreement between the owner of the off-site parking and the owner of the use it serves must be submitted. Please provide a draft or signed agreement. Review the Offsite Shared Parking Application Instructions (PDF) for more information.

  • An ERI or an ERI waiver will be required if development occurs on a site that: 

    1. is within the Edwards Aquifer recharge or contributing zone; 

    2. is within the Drinking Water Protection zone; 

    3. contains a water quality transition zone; 

    4. contains a critical water quality zone; 

    5. contains a floodplain;  

    6. has a gradient greater than 15%; or

    7. Contains, or is within 150 feet of, a potential or verified wetland feature as identified in a map-maintained by the Austin Watershed Protection and made available for reference online and at the offices of the Austin Development Services

    If these conditions exist and an ERI or ERI waiver is not submitted the project will be rejected during the initial stage of Completeness Check.

    If you have any fees that need to be paid by someone other than the Applicant on file, provide the responsible party's Austin Build + Connect (AB+C) ID. You can find the AB+C ID by logging into the AB+C portal and navigating to "My Profile".
